2. Cody Rhodes (5 Matches, 4 Wins)

This one surprised me a little bit. Cody Rhodes has only ever lost once at Hell in a Cell, and this came in the main event of the very first event. He teamed up with Legacy buddy Ted DiBiase to take on D-Generation X (Triple H and Shawn Michaels), and despite isolating Michaels for the majority of the match the two legends still came out on top. Since then, Cody has been undefeated at the event, although the majority of his matches have been in tag competition. His only singles victory came in 2011 when defending his Intercontinental Championship against John Morrison. Subsequent tag victories came in 2012, 2013 and 2014. At the former, Cody partnered Damien Sandow to defeat then-champions Team Hell No (Daniel Bryan and Kane) by disqualification. Over the last two event, Cody has teamed with his brother Goldust to defend the gold, both times against The Usos. An extra bit of spice came in 2013 as Roman Reigns and Seth Rollins of The Shield were also involved. Tag matches or not, Cody has an impressive record at Hell in a Cell.
