11. Finn Balor

Though widely expected to make a surprise comeback in last year's Royal Rumble, Finn Balor ultimately failed to get the required medical clearance, delaying his return until April.

Fortunately, The Irishman will have no such problems this year. He announced his participation on this week's Raw, though it's hard to get a read on his prospects, given that he was reportedly pulled from a planned Universal Title match with Brock Lesnar.

Balor would make a credible winner, but might be doomed the an eternity on the midcard if rumours that Vince McMahon feels he isn't over enough are true. The Chairman's wrong, of course, and Finn's victory would draw a massive pop from the crowd, but it's ultimately his decision.
