15. Mustafa Ali

As the leader of a faction that has plenty of weekly television time, it would be a surprise if Mustafa Ali doesn't find himself in the men's Royal Rumble later this month.

Of course, one logical reason why Ali wouldn't be in the Rumble, is if WWE opts to have him and current rival Ricochet compete in singles action elsewhere on the card.
