8. Randy Orton

WWE wants you to receive Randy Orton as one of the most important wrestlers of all time. Therefore, unless he's otherwise occupied, Orton's going to be in the Royal Rumble.

Other years may see him installed as a default betting favourite. This year, he has the Riddle split and feud to take care of. It's unlikely that he'll be featured in the WWE/Universal Title picture before that happens.
