10. The 'Bat-Embargo'

As is the case with a lot of things related to the Justice League, it proved very easy for storylines in the cartoon to become Bat-centric. And while many of these are the highlight of the series, it would be entirely unbalanced to let the Dark Knight be the consistent focus of a series that is supposed to be about all of the Justice League.

Between this and the production of both The Batman cartoon and The Dark Knight film series, the decision was made to put a limit on how much Bat-centric content would be placed in Justice League Unlimited.

This largely extended to characters associated with Gotham's protector, such as Batgirl and Robin, who were entirely restricted from the series. It's a decision that had both ups and downs, as while it was likely a smart move to avoid over-Baturation, it did also prevent from a lot of relevant and interesting figures from featuring in the show.
