10. Lord Death Man
In 1966, Batman faced a Japanese crime lord called Lord Death Man who claimed to be immortal. In reality, he mastered a yoga technique to stop his heart beating and make his pulse undetectable. His "immortality" may have begun as a trick, but Lord Death Man eventually developed regenerating powers, making him basically impossible to kill.
After gaining immortality (it's never explained how), Lord Death Man's new ambition was to rule the Japanese underworld. Even if Batman captures him, there's nothing the Dark Knight can do to put him down for good.
Lord Death Man has been run over by a truck, shot repeatedly, dissected, and hurled into space, and yet he always returns. Since he can never be truly stopped, Lord Death Man has the potential to be one of Batman's most formidable foes.
He should be a far greater threat to Gotham's protector than the Riddler or Penguin, but he's made less than ten appearances in the comics. He may not be a well-known Batman villain, but he will still be around long after the rest of Gotham's criminals have kicked the bucket.
