It seems an obvious piece of casting, the hot shot comedy star Robin Williams given his big screen chance in the movie adaptation of a popular cartoon character. Beset with problems, Popeye doesn't succeed mainly as the physical nature of the cartoon fails to translate to live action and, whilst Williams can goof about as well as anyone, he doesn't have the presence or physique to make us believe he is a muscular sailor. When the music starts, he at least keeps it to mumbled, incomprehensible utterances without spoiling things further by attempting to sing properly.
