Why?
Black Panther (the movie) is Marvel's most profitable solo character - which is why it was such a "Wait... what?!" inversion of expectation when it was he who disappeared instead of the Dora Milaje warrior he was holding onto.
Props to the Russos for such magic trick-like misdirection, but there's no reality where Marvel don't continue making considerable bank of such a runaway success. Black Panther 2 is already in the works - with the only question being: Will Ryan Coogler return? - but outside of that business reality, Panther was one of the coolest parts of Civil War, with his own movie starting all sorts of conversations around colonialism, immigration and philanthropic mindsets regarding the world's populace.
There's simply WAY too much potential whichever way you look at it, for T'Challa not to return.
