What We Know So Far
By the look of it, Ross' allegiances have changed somewhat from Captain America; Civil War. When he was introduced there, he was a CIA operative and Deputy Task Force Commander of the Joint Counter Terrorist Centre under Thaddeus Ross. He set his targets on The Winter Soldier and came into conflict with Captain America in the process, which makes his alliance with Black Panther here a little confusing.
It seems that Ross is being used by T'Challa as a secret keeper who assists him in protecting Wakanda from outside influences and who helps bring in Ulysses Klaue when his knowledge of the country threatens to spill into the public.
As we've seen in the trailer, Ross won't just have knowledge of Wakanda, he will end up there, and will seemingly be kidnapped by M'Baku at one point.
