10. Thunderbolt Ross Is Back (And Not Happy With Cap)
Welcome back, Thunderbolt. One of the most surprising additions to Captain America: Civil War is that of William Hurt's General Ross, who hasn't featured in the MCU since The Incredible Hulk, a movie they largely like to pretend isn't a part of this world. By the time the film's released it'll have been eight years since Ross was last involved in any superhero business, but by the looks of things he isn't wasting any time getting back into the swing of it. He's been brought back to work on the Sokovia Accords, and in particular is making a beeline for Cap, telling him that he's operated without any supervision for way too long. The last time we saw him he was talking to Tony Stark, so it could be Stark who brings him back into the fold, or perhaps Ross enlists Iron Man to help him enforce the Accords - from the looks of things they are his brainchild.
