It's apparently been written (at least a first draft), according to producer Greg Berlanti:

"It's still in development with DC. I wrote a draft, they're trying to figure out both the distance that we still have to travel and how we want to execute it."

He says it rests with Warner Bros whether it actually happens, but at least it hasn't been canned yet.

Will It Happen?

Let's hope so. Anything that diversifies away from the DCEU is a good thing given the mainline franchise's issues. And a buddy comedy with Booster Gold and Blue Beetle would be a breath of fresh air. God knows we could do with some DC levity...
