16. Scarlet Witch
The Scarlet Witch of the comics was defined as much by her headpiece as she was by her powers (and infamous instability) so it was a shame when Marvel Studios went with a more toned down design to reflect her new backstory. But according to Andy Parks' early concept designs, they did entertain the idea of giving her some headwear. And it definitely adds something to her look.
