Emma, Ma Rainey's Black Bottom, and Mank all feel like absolute locks considering how much their respective productions draw attention to thekr lavish costumes.

Mulan could absolutely go either way as could Judas and the Black Messiah, with both capable of being edged out by News of the World, One Night in Miami, The Personal History of David Copperfield, or The United States vs. Billie Holiday. There's plenty up for grabs here.
