It seems that the Squad are actually chosen not just because of their skills (because, seriously, what does Captain Boomerang actually offer?! but also because of their stories. In other words, they're chosen because of the dregs of their humanity and their potential for redemption.

As EW's synopsis puts it:

"A layer of humanity – and sadness – resides underneath these characters’ stories as they each grapple with whether they can be redeemed."

We know Deadshot's link to his daughter, El Diablo's accidental murders and the fact that Harley Quinn was transformed against her will, but what of the other ones? Killer Croc doesn't exactly look like he's a repentant sort of guy.
