And so we get to the post-credits scene, which sees Bruce Wayne talking with Amanda Waller (does that restaurant have to totally clear out whenever she wants a meeting?). He's getting files on all the metahumans to form his new team of superheroes, which is pretty fair once you just accept that Knightmare dream sequence is never going to be explained. Or, at least it is until you ask why, aside from providing DC a way to link Suicide Squad to Justice League in Marvel fashion, is Batman doing this?

Bruce already knows who he's going to assemble - he has Lex Luthor's QuickTime files and focus-grouped logos - so from there should be able to apply some of his "world's greatest detective" skills without having to make a deal with the literal enemy. Going directly to ARGUS poses no benefit to his investigation and puts his identity at jeopardy (if Waller hadn't already figured it out, like pretty much everyone in this universe, of course).
