3. Both The Protagonist And Antagonist Are Flat

John David Washington's protagonist is literally called that: the Protagonist. He isn't named and his personality is as blank and one-note as this title. Washington does solid work in the role but given how talented he is, he deserved better than this complete void of a character. The Protagonist doesn't develop, he has no arc and he is, in general, a colossal bore.

As for Andrei Sator, the Russian villain, although Kenneth Branagh is very good as him, this character doesn't quite work either. He's a bit one-note as well and he starts acting in a rather ridiculous, OTT way towards the end of the film.

Robert Pattinson's Neil is better, but only by a bit and he's still entirely under-developed. Basically, Tenet doesn't have a single genuinely strong character in its line-up.
