Hiring on Samuel L. Jackson to voice the role of Officer Frank Tenpenny was a masterclass in how to properly cast characters, in order to give them the desired impact - Jackson is super-fitted to the role, and plays the part of dirtbag, corrupt and over-confident cop better than anyone else could have. The main antagonist of San Andreas, Tenpenny, flanked by his fellow cops Eddie Pulaski and Ralph Pendelbury, is one of the stronger bad guys from the entire GTA franchise. This is perhaps chiefly due to his job, which is in essence to protect and serve. Seemingly comfortable with being a corrupt, Tenpenny is also a stark reminder to Carl Johnson that he too is a criminal. The beauty of Tenpenny is that even though he's an asshole, he really believes he's the good guy, which is evidenced by his infamous quote towards the end of the game, "50 of me, and this town would be ok!". Needless to say, after all the character puts the player through, killing him towards the end of San Andreas is still one of the most satisfying moments GTA has conjured up.
