Until Street Fighter III came along, the series had pretty phenomenal form when it came to villains. its unholy quartet of Balrog, Vega, Bison and Sagat was already legendary, so Capcom evidently decided to hand over the creative reins for designing the boss to the local kindergarten, resulting in this badly clashing monstrosity. Gill looks like prima donna who doesn't actually realise he looks like a complete tool. Someone should've told him to cut those flowing locks off, stop showing off his bulging, presumably multi-coloured package with a loincloth, and stop being the most infuriating boss in the history of the series.
