14. Andrew Del Rio (Halo 4)

Halo 4 definitely isn't a perfect game, but while it's not the most beloved entry in the franchise, many have grown to appreciate what 343 did in their first Halo outing. A particular highlight is the relationship between Master Chief and Cortana, which is very well written. However, the same cannot be said for his relationship with his superior officer.

Andrew Del Rio, the commanding officer of the UNSC Infinity, acts as a human antagonist for Master Chief. He plays this role pretty well, but perhaps too well, as his absolute opposition to MC feels cartoonish at times. The character is so unbelievably defiant toward the main character that their conflicts feel trite and forced. Come on, put some respect on this iconic Spartan's name. 

Alongside this, the character is clearly out of his depth as an authority figure, constantly questioned by his inferiors. While a stubborn captain can make for engaging video game storytelling, Del Rio takes it so far that he becomes entirely one-dimensional. His whole character is a clueless, stereotypical bad guy in a suit.
