Arkham Asylum had a total of six villains in its story (Joker, Harley, Croc, Bane, Ivy, and Scarecrow) compared to the ten in City (Joker, Harley, Penguin, Two-Face, Ivy, Strange, Ra's al Ghul, Solomon Grundy, Mr. Freeze, and Clayface). To clarify, this is not to say that Arkham City had too many villains (we were all very eager to see RockSteady's take on all the classic antagonists), but none of them seemed to be used to their fullest potential. Two-Face for instance, was just a catalyst to jumpstart the plot and didn't appear again until the end with Catwoman. Grundy was categorised as nothing more than just a monster under Penguin's control and Strange himself remained shrouded in obscurity the entire time, with only hints at his grotesque past being revealed. The plot synopsis of Arkham Knight has already lead fans to believe that there will be a plethora of rogues to fight since Scarecrow is going all out against the Caped Crusader with every available resource he has. Let's hope that each villain isn't just reduced to boss fight fodder.
