The animations in Fallout 3 were not great: each character could pull a few facial expressions, but none of that seemed to translate into any actual emotional depth, and many games have occurred since Fallout 3 that have had such vastly improved facial animations. LA Noire was a master-class in how videogame characters could show a full range of emotion through their faces and if Fallout 4 can take steps in that direction, following that same model, it will be a huge improvement. The over the top characters that inhabit the Fallout universe could really be bought to life with detailed facial animations, and it's a quick way to ensure that fans will engage with the game on a whole new level. It is not only the facial animations which need an overhaul: all of the running and weapon animations need to be improved. The VATS mode in Fallout is one of the classic features, but when you've seen the same animation of your character swinging a sledgehammer 1000 times it starts to get very dull very quickly. Fallout 4 needs to increase the quality and the quantity of all the combat actions in the game, which would help to make combat in the game far more engaging and interesting.
