One that many might not be aware of, this former Umbrella employee escaped Raccoon City before it was destroyed with samples of the T and G Viruses at his disposal.

Seven years after Raccoon City became a smouldering hole in the ground, he reemerges as a saviour with a vaccine, once a small T-Virus outbreak occurs at the Harvardville Airport.

Trying to make a profit from this mini outbreak he is quickly found out and apprehended by Claire, Leon and Angela Miller.
