Another classic villain who deserves a place on this list is Sutekh, the so called Egyptian god. During the Pyramids of Mars episodes in the reign of the Fourth Doctor, Sutekh was part of a story that involved ancient Egyptian gods coming to Earth from the planet Osiris and imprisoning one of their own in the pyramids. That someone was our guy Sutekh, who was despised by his own race on account of being a genocidal maniac. After being released by an archaeologist, he created an army of robot mummies and took control of the Doctor, sending him to find a device called the Eye of Horus, which happened to be keeping him trapped on Earth. Naturally the Doctor managed to break free and trap the villain in a time tunnel, but its hard to imagine that this powerful being wouldnt be able to find a way to break free. Interestingly, Sutekh was said to be the basis for Satan and other evil beings in the universe, which could mean the Beast we met with the Tenth Doctor could in fact be the same being. His essence was still around following his body being destroyed, so this guy could easily be brought back to challenge the Doctors mind once again. As a side note, both characters were voiced by the same actor, which is certainly interesting indeed.
