There are a couple of potentially good ideas floating around in the morass of utter bilge and twaddle that is 1987's stunning Seventh Doctor debacle, Paradise Towers. Sadly, Richard Briers's turn as Kroagnon, the Great Architect, possessing the body of the petty Chief Caretaker, isn't one of them.
