2. H.I.V.E.
The Hierarchy of International Vengeance and Extermination, thankfully known simply as H.I.V.E., is a villainous organisation that has been in the background of Arrow without you necessarily realising it.
Mark Shaw was sent by the organisation to steal A.R.G.U.S. files in Corto Maltese, but the biggest role theyve played is that they are the ones who hired Floyd Lawton, aka Deadshot, to kill John Diggles brother Andy.
David Ramsey, who plays Diggle, has already stated he expects the organisation to play a big part next year: We are going to delve right into why H.I.V.E. hired Deadshot to kill Andy and what H.I.V.E. is all about to begin with. There will be a lot of Diggles connection to H.I.V.E. next season so stay tuned.
That means that Diggle, or whatever name he goes by next year, will be having plenty to do, which is great news given he has too often been relegated to the sidelines. There is also the fact that H.I.V.E. is led by the man set to be the main villain of season 4
