4. What Will Church Do Next?

As villains go, Tobias Church is nothing particularly novel, but that's no bad thing. He's an imposing, menacing gangster who wants to be the drug lord of Star City, and he's going to take that through violence and intimidation.

After a couple of years dabbling in magic and mysticism and big bags who want to destroy the city for its own good or whatever, having a more straightforward villain is something they could do with - and they've got a very good actor in Chad L. Coleman to do it.

He immediately targets the Green Arrow, which doesn't go too well for him, but he's soon in charge of Star City's criminal underworld. What's his next move?
