DUH. Although we saw Gallifrey rather frequently in the classic series, when the new series was commissioned, show runner Russell T Davies made the executive decision to have the Time Lords wiped out. By extension, Gallifrey was gone too. Most fans fall into one of two camps: they're either fascinated by Time Lord mythology (LOOMS) and Gallifreyan culture, or they find the Time Lords a bunch of elitist bores that the Doctor was well shot of. Regardless, it's hard to deny that further exploration of Gallifrey would be an interesting story line, especially since it's been such a long time since we've really interacted with the Time Lords in a significant way. There's a huge amount of story potential with the Time Lords, because they occupy this grey area between heroes and villains. Are they really any better than the Daleks? Are their good intentions enough to redeem them considering their horrific actions during the Time War? Luckily, it seems like we might be getting our wish sometime soon, considering where Moffat left things at the end of the 50th anniversary special.
