1. The Weeping Angels

Was it ever going to be anything else? The Weeping Angels are easily the most iconic monsters created since the show returned to our screens. The immediate response to them was comparable to the Daleks in the Classic Series - a creature that became hugely popular but scared viewers at the same time. There's even an argument that they've had diminishing returns in a similar fashion to the Daleks' intial appearances, but they seem to have survived to become completely ingrained in pop culture. The Angels feed off potential time energy, sending people back in time in order to feed on the days they could have had. The Doctor described them as "the only psychopaths in the universe to kill you nicely" but that doesn't make them any less scary. They're almost unstoppable, as they can move at super speeds whenever they're unobserved. Even when weakened, in Blink, they pushed Sally Sparrow to her limits to defeat them and actually did manage to send the Doctor and Martha back in time. After that, they only got stronger, able to manipulate their own image. Each angel is actually an impressive performance, as they're actually people in a costume pretending to be statues. Storywise, too, they've made an important contribution, being the only new series monsters to force a companion departure. All in all, plenty of reasons for them to take top spot here.
