This could be called be the Doctor, but that wouldnt be entirely accounting for the whole Time War. This is sort of the Time Lords fault, since they tried to plant a bomb in their incubation tank to try and avert their creation. The Doctor was admittedly the one to do that but he was forced to do out of pain for being trapped on Skaro for eternity. Or at least until a Dalek fried him. The Time Lords are the Daleks biggest enemy. The Doctor is really just the figurehead in their minds. Although on a ship, hed be less of the figurehead as a whole row of cannons on the side.
