22. The Eleventh Doctor And The TARDIS

In the excellent Series 6 episode, The Doctor's Wife, the spirit of the TARDIS is trapped inside the body of a woman named Idris. The relationship and 'love' between the Time Lord and his time machine is explored beautifully throughout the story, with great performances from Matt Smith and Suranne Jones.

The two even share a kiss but it occurs when they first meet and is played for laughs rather than emotion, with The Doctor completely unaware of who Idris actually is. As a result, it's a pretty meaningless moment. If it had happened toward the end of the episode, when it would have had more character development behind it, then perhaps it would be higher up this list.
