Those dastardly Daleks even have sleeper agents. They come about when any organic matter combines with Dalek nanogenes, including converting the dead. The puppets make a grim sound on activation when the eyestalk penetrates the skull's forehead, and even grimmer how a person's memories are exploited for deep cover and merely referred to as their "file".
