4. Gavin Orsay Will Become Public Enemy Number 1

Seeing as Gavin Orsay remains, bizarrely, unmurdered in the show so far, it looks as though his government handlers will look to tighten the vice around his nuts even further in Season 3. From what we've ascertained from the trailer it looks like he's going to be placed in a nice safe cubicle to work on some non-threatening computer job where he can be kept out of trouble and within eyeshot. Gavin showed a real talent for manipulating the circumstances though, and it's likely he'll somehow find a way to play even this situation to his advantage. With a network of other anarchist hackers to support him (especially so if he can help those already in prison) Gavin's digging into the life of the new President would quickly make him a huge threat to the Underwood administration, and with his profile being too big and too public to simply have killed, a mass discrediting of him would be the only way forward. Should Gavin manage to shake the bonds of the government and go after Frank, he may well be labelled as some sort of domestic cyber-terrorist, blamed for the death of Doug, and pursued by every federal agency that has flashing lights on their cars. How he deals with that might be one of the defining story arcs of Season 3.
