10. Shannon Moore
Despite only really being known for being a good friend of Matt and Jeff Hardy, Shannon Moore has always been a more than capable hand in whatever promotion he has been in. Moore had two stints with WWE, the first of which was mostly memorable for him being the first follower of Matt Hardy and his Mattitude, and the second remembered for a series of great tag matches with Jimmy Wang Yang against Miz and Morrison.
Moore's also had two stints with TNA, and didn't come particularly close to winning a title on either occasion. His first began in 2005, and he immediately found himself in a fairly high profile feud with AJ Styles of all people, even defeating AJ in a street fight. Moore's first tenure would come to an end fairly abruptly at the beginning of 2006 when WWE came calling once again.
The Prince of Punk thus returned to TNA in 2010, but was still unable to win championship gold. He had a shot at winning the then-vacant X-Division Championship at Lockdown 2010, but Kazarian managed to win on that night. Moore then formed a team with Jesse Neal called Ink Inc., but despite many opportunities the duo were unable to win gold.
Finally, Moore had a shot at Robbie E's Television Championship in 2012, but came out second best once again.
