4. Finn Balor

Finn Balor was already a major star by the time he was drafted to Raw as one of the top picks of the 2016 draft. A former NXT champion and the Superstar around whom that entire brand had been built, he was a franchise player, for sure.

As he arrived on Raw though, it became apparent he would benefit significantly from the spotlight Raw provided him.
