In all honesty, WWE's reincarnation of ECW was likely never going to succeed.
Not only was the original promotion lightning in a bottle with a fanbase that had standards that were impossible to meet in the context of WWE, but Vince McMahon and Paul Heyman were doomed to butt heads (hence why Heyman was let go months into the brand's run).
However, you need to give credit to the company. They saw that ECW still had a passionate fanbase thanks to the success of The Rise and Fall of ECW DVD and ECW One Night Stand events, so why not try to cater to them on a full-time basis? Of course, they would never be able to do that. Aside from the fact that too many cooks were in the kitchen creatively (Heyman, Vince, Sci-Fi, etc), but the fact that it had the WWE seal attached to it would always taint it in the eyes of the original fans.
Still, ECW did start the idea of a "third brand" to introduce new talent and give them more experience (which helped future stars such as CM Punk, Sheamus, John Morrison, The Miz, etc), so in that sense, you can't deny that ECW did some good.
