4. Ryback

Ryback may not be worthy of wearing the World Heavyweight Championship gold at this very moment, but there was a time where he would have made a viable world champ several years ago. Needless to say, the first major mistake WWE made with Ryback was having him lose at the 2012 Hell in a Cell event. As if that wasn't bad enough, the aftermath was awful and it was another nine months before he finally won a match on pay-per-view. By the summer of 2013, following multiple losses to Punk and John Cena, there was no way anyone saw him as being at the main event level. Prior to that, though, there were multiple ways WWE could have had John Cena contend for the WWE Championship at WrestleMania 29 that didn't involve him winning the Royal Rumble. That victory could have instead been saved for Ryback, who could have gone on to The Show of Shows to beat Big Show for the belt and get his 'Mania moment. Had that happened, maybe he wouldn't be where he is right now.
