Similarly to Dustin Rhodes, Rick Steiner was seemingly in line for a massive push up the card throughout 2001. It seems Eric Bischoff, who had returned to the company earlier in the year, was really into what Steiner was doing, and was positioning him for a feud opposite his brother, Scott as the months progressed. To a lot of fans, Rick has always been the less impressive of the Steiner Brothers, but that's slightly unfair to the man once dubbed the 'Dog-Faced Gremlin'. If Rick wasn't there, it would have just been Scott all those years, and it's fair to say that a tag-team doesn't work without two members! Sure, Scott was more athletic inside the ring, but Rick had a hard-hitting style which complemented that nicely. In 2001, Rick Steiner was approaching 40, which would have put paid to the supposed youth movement WCW had tried to harness throughout 2000, but maybe there would have been some interest from longtime fans in seeing a battle over the WCW World Title between two brothers so closely associated on-screen for such a long time, even if they had feuded before in the 90's.
