10. Ultimo Dragon

Okay, so those two slips at Wrestlemania XX were nobody's fault, but even beyond that, Ultimo's short stint with WWE felt like a massive misfire. When he was brought in hot on the heels of Rey Mysterio, it felt like WWE had formed the linchpin of a cruiserweight division that could do legendary things for the company. After all, this was one of the most trailblazing wrestlers in cruiserweight history - a man who, at one point, held the amazing record of holding no less than ten titles at once across multiple divisions.

After initially retiring following his WCW days due to an injury, Ultimo Dragon managed to make a return to the business courtesy of the WWE in 2003. Despite a lot of promise and excitement, Ultimo never really managed to build any kind of momentum up, and after a middling year, Ultimo asked WWE to release him from his contract, returning to Japan without so much as a title reign to show for his time there.
