Why They SHOULD Be In:

The late Jose Lothario is a wrestling Hall Of Famer outside of WWE thanks to his enormous popularity in Mexico and as part of Houston Wrestling throughout the 1970s and early-1980s. He's known to younger fans through the prism of Shawn Michaels' first WWE Championship run - though 'HBK' himself wasn't particularly positive about that at the time.

Why They AREN'T In:

He seems a shoo-in for a legacy induction in the era of WWE batch processing elder statesmen, but seems trapped as a New Generation footnote until then.
