The reason that WWE didn't book Sting against The Undertaker at WrestleMania 31 was because they didn't think the 56 year old could carry the action with a 50 year old. You need at least one guy in there who is young enough to have a gas tank for the athletic spots and big bumps. Hence why Bray Wyatt got that gig at Mania 31. At Mania 32, WWE's requirements will be the same. They'll want a guy young enough to take big bumps, in addition to carrying the action in terms of stamina and agility. Owens is more than physically capable of being that guy. In many ways he's exactly what Bray Wyatt was, a number two heel with an in-ring reputation and ton of heat. The difference is that Owens is even better than Wyatt in the ring, with a broader background in the indies. He has the ability to produce something very special with The Undertaker.
