10. Bret Hart
To be fair, just because a star is featured on the cover of 2K18, it doesn't mean he has to wrestle. In 2015, Steve Austin was revealed as the cover star of WWE 2K16, and as much as the company would have liked him to take on Brock Lesnar at WrestleMania 32, it didn't happen. His only return came courtesy of the video game.
2K Sports could pull a similar move with Bret Hart. Though Hart hasn't been involved with the company much since his comeback run in 2010, putting him on the cover of the game could easily serve as a draw to nostalgic fans who enjoyed the product back during the '90s - just like Steve Austin did.
WWE has downplayed Hart's place in company history over the years, but many fans still consider him the greatest wrestler of all time. As 2K Sports ultimately decides who makes it onto the box, they could seek to capitalize on Hart's legacy.
