Is there any excuse for not putting Finn Balor on the PPV?

Is there any excuse for booking such an obvious filler match like Slater/Hawkins and not even bothering to show it and leaving Balor out entirely?

Even with Lesnar's match going down well, having him in the main event picture when there's apparently nothing for Balor to do just looks unforgivable.

Let's hope nothing is up and he makes a big splash on Raw to make up for the PPV snub that ultimately leads to an interesting feud. Perhaps with Bray Wyatt or even better The Miz?
