19. Cell - Dragon Ball Z

Cell could well be higher in the rankings were this a chart of the coolest super villains in anime. A bio-mechanical android who is made up of DNA from some of Dragon Ball Z’s heavy hitters—Goku, Vegeta, Piccolo, Frieza and King Cold—it almost sounds unfair on the face of things.

Mainly we’re talking about his final Perfect Cell form, where he reaches the pinnacle of everything that makes this villain great: maximum power, maximum cockiness, maximum villainy.

But Cell is scary in all forms, and it’s his earlier versions—which engorge on their fellow androids to evolve and increase strength - that are more gross and have their own unique personalities. It effectively makes Cell three villains in one, which is the typical cheating you’d expect from one so evil.

Arrogant Cell also holds a pretty prestigious spot among the series’ cast in that he’s one of only two people in Dragon Ball Z to have killed Goku, the other being Piccolo.
