Having been introduced as a weapon of HYDRA (after he and Scarlet Witch volunteered to be experimented on), Quicksilver's tragically short arc was ended when he saved Hawkeye from certain death at the end of Ultron's gun barrel.
His death led to his sister almost losing her mind.

Dead.
Why He Needs To Come Back
One of the keys to destroying the Avengers for Thanos will be dealing with the most powerful members of their heroic alliance. Vision and Doctor Strange both have to be dealt with early on account of the Infinity Stones in their possession, and after them, Scarlet Witch is probably top of the remaining pile.
Crucially, she's also one of the most unhinged characters thanks to her backstory and the death of her brother and whatever is about to happen to Vision isn't going to help. And if she was haunted by a revived Quicksilver - and reminded of her emotional wounds - she could be made to unravel even more pointedly.
