20. The Expanded Brotherhood Of Mutants

You might think it's a little reductive to lump so many characters into one group, but it's entirely fair to consider Magneto's Brotherhood from The Last Stand as one organisation, even with some of the most famous mutant characters among their numbers.

In that film, we get to notably see Juggernaut, Multiple Man, Phat and Callisto and the Omegas (who don't qualify as a separate group because they end up swallowed up by the Brotherhood). Some of them look ok (hell, even Juggernaut gets the look right), but they're cannon fodder and walking attitudes and that's not the best recipe for true substance as a villain.
