The Gunfighters is a wretched episode. It gives us some mediocre history and an unfortunate earworm of a song that turns up every three minutes or so. On the other hand, we do have the Doctor being mistaken for Doc Holiday and wandering about in old west gear. That alone sounds like a good figure to me, especially if we give him a set of tooth extractors as an accessory.
11. Timelash Set
Again, not the best episode, but theres some wonderful potential figures here! I picture a set with (yet another), Peri, Herbert, the Borad and the blue android guy. What series but Doctor Who would ever be able to give you an H. G. Wells action figure?
