As the Ice Warrior stalked the crew through the damaged submarines corridors there was literally nowhere to go. The Doctor and Clara were trapped after the TARDIS basically ran away. In a call back to Patrick Troughton episode The Krotons, the Doctor re-activated the HADS (Hostile Action Displacement System), causing the TARDIS to dematerialize due to perceived danger. Both the Ice Warrior and the Doctor are abandoned Skaldak by his people, the Doctor by his TARDIS. What separates the two is how they react to feelings of isolation and loss. Skaldaks inclination is to lash out in fear and lust for revenge. In counterpoint, the Doctor seeks to reach out and work towards a common goal. When confronted with loss our first reaction is often to panic, even to the point of self-destruction. The Doctors first reaction is to problem solve.
