The costumes for Star Trek: Section 31 were designed by Gersha Phillips, returning from her tenure on Star Trek: Discovery. Like the former show, Phillips took inspiration from such design houses as Balenciaga, though seemingly eschewed the established uniform designs of the period in which the film is set.

Lieutenant Rachel Garrett, acting as a representative of Starfleet in the film, wears a navy undershirt, over which she wears a black vest adorned with pockets. The pants are a dark grey colour, presumably to allow the operative to move in the shadows without being seen when combined with the rest of the outfit.

A side holster on the right contains an updated version of the phaser first introduced in Star Trek: The Motion Picture.
