Reflecting the organisation's fascist overtones, costume designer Robert Blackman created a Gestapo-inspired look for Section 31 in Inquisition.

Quoted in The Star Trek: Deep Space Nine Companion, he said:

...we immediately go that way to make them look like storm troopers, because that's imagery that works best, not only for the viewers but for the producers.

This black leather jacket was double-breasted with no ornamentation, worn over similarly dark trousers and boots. The earlier versions in Star Trek: Enterprise and Star Trek: Discovery mirrored this look, though the latter added a two-tone black-and-chrome Delta on the left breast, an early version of the hands-free combadge.
