11. Paul 'Jesus' Rovia

Jesus was a little underused in the first half of Season 7, especially after his awesome introduction the year before, but towards the end we got to see his importance to the other characters and usefulness on the show.

In terms of fighting the war, he's got a bit of everything - tactics, stealth, leadership, and fighting ability - and he's going to be a prominent player in the battles to come. Within that, he's only going to grow as a character, and the show needs to develop some of its fresher blood. He's a perfect candidate for that, and could well become one of the show's central figures for however many years it has left.
